Because on a 40 V machine both packs empty together. A single charger means filling one, then the other, which doubles the wait before the next session. Charging in parallel is the difference between finishing this afternoon and finishing tomorrow.
Two 20 V packs at 4 Ah each is about 160 watt-hours, the same as the other two-pack kit here and roughly twice a single 18 V 4 Ah pack. Watt-hours are the figure to compare; amp-hours across different voltages are not.
It is at the wide end. A longer blade needs more torque simply to hold its speed, so a wide cordless deck is only sensible when there is enough energy behind it — which is what the two packs are for.
