That gap is the whole of the difference between a push sweeper and a towed implement, and it is why the two halves of this shelf are not really comparable. One is a tool you carry out with one hand; the other is an object you back a tractor up to.

Because you still move it by hand. Off the tractor it is lifted, wheeled and stored by a person, and 27 kg is the difference between hanging it on a garage wall and leaving it out. It is also what the hitch carries.
On a towed implement pulled at speed across uneven grass, yes: they absorb the surface and hold their shape under load. Moulded plastic wheels are lighter and cheaper and chatter on rough ground.
The listing does not say. The other towed machine here states a tool-free hand lever; this one states nothing, and the brush height is the setting that decides whether a sweeper picks anything up.
