The two listings both state 400 min⁻¹, which is the same figure written the other way. Two machines of the same width, depth, blade count and speed at the same price is what a shelf of rebadged designs looks like, and this page reports what each listing says rather than speculating about where they were built.
That the machine runs the moment the switch is released from its lock, with no priming or warm-up. On an electric tiller it is unremarkable; the protection switch beside it is the part that matters.
The listing does not say. On a 450 mm machine that is worth checking before buying, because without them the machine is carried and it is front-heavy.
