That is a flat measurement of a piece of cloth, not the size of the object it
has to go over. A mower is long, wide and tall, and three of the five covers
here give all three figures in centimetres.
This page prints what is published. Working out whether a 25 × 74 inch sheet
fits a particular mower means measuring the machine and doing some geometry,
and the honest position is that the listing does not answer the question.
The unit is also alone on this shelf, and this site does not convert — a
converted figure is one the maker never printed.

The only cover here whose total weight is published, and it says a great deal.
A cover of this area in the 110 g/m² polyethylene used by another product on
this shelf would weigh several times as much. At 230 g this is a thin, light,
packable sheet.
That is a genuine advantage for storage — it folds into a bag the size of a
fist — and a genuine limitation outdoors. Thin fabric flogs in wind, abrades
where it touches a deck edge, and fails at a seam rather than in the middle.
Double seams, and the coating
Two construction claims, both about durability rather than about a
measurement.
Double stitching is the right answer to the failure mode of a light cover: the
seam is where the load goes and where a thin fabric tears.
A double inner coating is a process claim. No cover on this shelf publishes a
water column rating, so there is nothing to compare it with.
The fixing
Not described. The listing says the cover fits tightly so wind cannot get
under, which is a statement of intent rather than a mechanism.
Three covers here name a drawcord, a strap or eyelets. This one names none of
them.

Beyond the euro zone, the British Amazon store prices it in its own currency, which the spread above sets aside.
More than 1.6× the cheapest country at the Italian Amazon store; a gap of that size normally means forwarded stock rather than a seller on the ground, so the spread above leaves it out.
Nothing came back from the American Amazon store at all; the buy button there runs a search rather than opening an empty page.
